First Amendment issues arise for local governments in a variety of ways, affecting numerous municipal departments, including legal, human resources, executive, planning, parks, and more. Because of this, it’s imperative for local government staff and officials to have a solid understanding of the legal landscape. This webinar will provide up-to-date guidance on how local governments should handle  situations currently in the news that involve First Amendment rights, such as protests.  

Educational Objectives

The First Amendment has applicability to various municipal issues, and there are real ramifications for local government agencies whose policies or practices deprive an individual of their constitutional right to free speech and assembly. How can a local government develop practical policies and procedures while still ensuring citizens’ First Amendment rights? This webinar will focus on a local government’s role in four current First Amendment issues to explore this delicate balance:

  1. protests in the streets, parks, and other public property
  2. petition signature gathering;
  3. elected official and employee postings on their personal social media; and
  4. signs in the right-of-way and on other public property
