Webinar Overview

This is the second webinar in our Procurement Series. Part 1 focused on purchased services and can be viewed by visiting our On-Demand Webinars page. This webinar, Part 2, will focus on considerations and practices related to personal services.

“Personal service” is not defined in state law for the majority of local government agencies. However, there is a definition in RCW 53.19.010 (specific to port districts) that is useful to describe this type of service, as summarized here: “professional or technical expertise provided by a consultant to accomplish a specific study, project, task, or other work statement which may not reasonably be required in connection with a public works project.”

Personal services are mostly intellectual in nature and usually tailored to the unique needs of each organization. Examples include, but are not limited to:

  • Accounting and financial advising
  • Graphic design
  • Legal services
  • Meeting facilitation
  • Organizational development and strategic planning
  • Training

Educational Objectives
In this webinar, you will receive answers to the following questions:

  • Is my project or task a personal service? How to distinguish it from a purchased service or a professional architecture and engineering (A&E) service.
  • What are the statutory requirements for personal services (specifically for ports and public facilities districts)?
  • What should local governments (except ports and public facilities districts) consider when establishing their own competitive procedures for personal services?
  • What other best practices should local governments consider when contracting for a personal service?
  • Who Should Attend?
  • Contracting and purchasing staff, also other personnel who need to be aware of the activities involved in obtaining a variety of services.
