Webinar Overview

The Public Records Act (PRA) requires all designated public records officers to undergo regular public records training. Many jurisdictions also ensure other records staff receive training. But what about the rest of your employees whose primary duties do not involve the management of records and public record disclosures? Do your non-records employees understand their records retention obligations? Would they recognize a public records request that comes through a non-traditional channel? Do they cooperate with records staff and prioritize providing records in response to requests? Are they turning over all public records before separation? Do they know that your agency has a public records policy and who to ask if they have questions? Are they held accountable for violations of your agency's public records policies?

While not a statutory requirement, ensuring all staff are trained and understand their role in regards to the PRA will not only limit potential liability under the PRA, but also assist records staff to meet the agency's statutory obligations and provide the fullest assistance to the public.

Educational Objectives

This is not a public records training for non-records staff. This webinar is intended to assist in developing your own employee training and explore personnel policies that may need to be updated to ensure all staff are doing their part to uphold your agency's compliance with the PRA.

In this webinar, we will review an example of new employee records training provided in Clallam County that you can consider and potentially adapt for your own agency's needs. We will also look at examples of personnel policies that prioritize public records compliance as an essential job function and records management at the time of employee separation.

Presenters

  • Kelly Gonzalez, Public Records Officer, Clallam County.
  • Sarah Doar, Legal Consultant, MRSC.
