Webinar Overview

This is the first webinar in our updated Procurement Series, which was last offered in 2024. This time, we are breaking apart each service type into their own webinars. Part 1 will focus specifically on considerations and practices related to purchased services.

Purchased services mostly relate to physical activities that are usually repetitive, routine, or mechanical in nature, support the agency's day-to-day operations, involve the completion of specific tasks or projects, and involve minimal decision-making. Examples include, but are not limited to:

  • Janitorial services
  • Delivery/courier service
  • Landscape maintenance
  • Recycling/disposal/litter pickup service
  • Data entry
  • Security monitoring
  • Computer hardware and software maintenance
  • Vehicle inspection, lubricating, and repair services

Other service types (personal services, and professional architecture and engineering (A&E) services) will be discussed in separate webinars as part of this series.

Educational Objectives

In this webinar, you will receive answers to the following questions:

  • Is my project a purchased service or should the contract be procured as a public work? Why does that matter?
  • As a purchase service, when should the contract also require prevailing wages?
  • With local governments having no statutory requirements for soliciting purchased services, what are suggested competitive procedures and thresholds to determine a project fit for minimal, informal, and formal competition?
  • What are other good contracting practices to consider when contracting for purchased services?

Presenters

  • Josh Klika, Procurement & Contracting Consultant, MRSC.
  • Chuck Ziegert, Industrial Relations Specialist, Washington State Department of Labor & Industires.
